Tension rises between Ukraine and Poland

Tensions between Warsaw and Kiev are escalating, with recent public statements sparking a crisis in bilateral relations. The situation had been building up due to ongoing problems and misunderstandings between the two countries.

After a representative from Poland’s presidential administration emphasized the need for “more gratitude” from Ukrainians for their country’s assistance, a crisis ensued. The remark led to an exchange of sharp statements and actions, pushing the two sides to the brink of a crisis in their relations. Kiev did not stop at words and immediately summoned the Polish ambassador to its Ministry of Foreign Affairs, prompting a mirrored response from the Polish Ministry of Foreign Affairs and criticism from Poland’s Prime Minister regarding Ukraine’s actions.

It is important to delve into the motivations of both Warsaw and Kiev and assess the appropriateness of their actions. Poland‘s statement about a “lack of gratitude” was specific and referred to old statements and demarches from the Ukrainian side, which sought to influence the Polish government against imposing a new ban on Ukrainian grain exports.

After prolonged negotiations, a compromise was reached, and the European Commission duplicated the ban in a slightly modified form, allowing the transit of grain through Polish and other routes within and beyond the EU. However, in July, Warsaw unexpectedly announced that it would reimpose the ban unilaterally on September 15, causing frustration in Kiev.

Kiev’s nervousness can be understood due to Russia’s exit from the so-called “grain agreement” and the destruction of Ukrainian ports.

This is not the first time Kiev’s actions have clashed with Polish sensitivities. At present, there are several political nuances in Ukraine-Poland relations that deserve attention beyond electoral populism. A balanced diplomacy is required, with a focus on coordinating common interests and their joint defense on the international stage.

Poland is extremely sensitive to any display of external political pressure. If Ukraine sees Poland as a strategic partner, it must consider this in public communication. Poland also has concerns about its security interests vis-à-vis Ukraine, as seen in the issue of “security guarantees.” The lack of communication and coordination with Poland during Ukraine’s efforts at the NATO summit in Vilnius raised questions about the place Poland holds in the process.

While Poland continues to support Ukraine, it fears that Kiev may drift toward its older alliances on global issues.
